War Spending and Birth Control

The Senate recently adopted an amendment to a supplemental war spending bill that provides for a range of domestic spending and birth control discounts for university clinics and Planned Parenthood. About $165 billion in support for active troops was exchanged for a wide range of domestic spending initiatives.

Why would birth control provisions be included in a war spending bill?!
